ABSTRAK

Hal yang memprihatinkan terjadi di sapi potong yaitu populasi sapi lokal
mengalami penurunan besar-besaran saat terhentinya importasi sapi bakalan tahun
1998, bahkan penurunan populasi tersebut dibarengi tidak terarahnya proses
pemotongan sapi yaitu terjadi pemotongan ternak-ternak betina hanya untuk
memenuhi kebutuhan daging, bukan sebagai bibit yang sering terjadi pada
peternakan rakyat. Untuk itu perlu suatu program pengendalian nyata hewan
ternak khususnya sapi betina produktif yang dilindungi dari pemotongan seperti
yang sudah tercantum dalam pasal 18 ayat 4 Undang-Undang Nomor 41 Tahun
2014 Tentang Peternakan dan Kesehatan Hewan.
Dari perumusan masalah penelitian ini, yaitu implementasi undang-undang
terkait kelangsungan hewan ternak sapi, dari pemotongan para usaha jagal
khususnya sapi betina produktif di Kota Pekalongan. Dari penelitian ini, penulis
menggunakan metode pendekatan yuridis normatif dimana penulis melakukan
analisa terhadap pasal-pasal dalam peraturan yang berkaitan dengan permasalahan
yang telah disebutkan. Dilanjutkan dengan pengumpulan data sekunder dengan
mengumpulkan data yang berasal dari dinas, baik wawancara maupun data asli
dinas setempat guna keperluan pengamatan terkait pemotongan yang dilakukan
oleh para usaha jagal.
Setelah dilakukan penelitian mengenai Implementasi Undang-Undang
Nomor 41 Tahun 2014 Tentang Peternakan dan Kesehatan Hewan terhadap
pemotongan sapi produktif di Kota Pekalongan, terdapat kesimpulan mengenai
pemotongan sapi produktif yaitu (1) Kurangnya kesadaran peraturan akan aktifitas
pemotongan hewan/ternak sapi di RPH Kota Pekalongan terhadap kelangsungan
hidup sapi produktif yang semestinya di lindungi oleh Undang-Undang Nomor 41
Tahun 2014 oleh seluruh pemangku kepentingan mulai dari peternak, pedagang,
jagal, konsumen sampai pada petugas di bidang tersebut (2) Usaha pemerintah
Kota Pekalongan dalam melindungi hewan/ternak sapi produktif masih sebatas
pemberian informasi dan edukasi kepada pelaku usaha potong hewan/ternak sapi
di RPH belum menindaklanjuti secara progresif kepada pelanggar aturan tentang
pemotongan sapi betina produktif.

ABSTRACT


The bad views about cows slaughtering is talking about local cow
population have to decreased extremely caused stop importation cow by the
government in 1998. Even population decline is accompanied not compatible
cattle slaughtering process that is going on cattle slaughter females only to meet
the needs of meat, not as a seed that often occur on farms. For that we need a real
animal control programs particularly productive cows are protected from cuts, as
already stated in article 18 paragraph 4 of Law No. 41 Year 2014 About the
Animal Husbandry and Veterinary Services.
From the formulation of research problems, namely the implementation of
laws relating to the survival of livestock cattle, from cutting the slaughterhouse
business particularly productive cows in Pekalongan. From this study, the authors
used normative juridical approach which the authors conducted an analysis of the
clauses in the rules relating to issues that have been mentioned. Followed by
collecting secondary data by collecting data derived from service, both the
interview and the original data to local services for the purpose of the
observations related to the cutbacks by businesses slaughterhouse.
After doing research on the implementation of Law No. 41 Year 2014
About the Animal Husbandry and Animal Health on cattle slaughtering
productive in Pekalongan, there are conclusions regarding cattle slaughtering
productive namely (1) Lack of awareness of the regulations will be activities
slaughterhouses / cattle in slaughterhouses Pekalongan against survival of cows
productive should be protected by Act No. 41 of 2014 by all stakeholders ranging
from farmers, traders, butchers, consumers come to the officers in the field (2) the
government's efforts Pekalongan in protecting animals / cattle productive still
limited to the provision of information and education to businesses abattoir / cattle
in slaughterhouses has not yet acted progressively to violators of the rules on
deductions productive cows.
